Overview

Castle Point Borough Council is consulting on the revised Hackney Carriage and Private Hire Licensing Policy 2022–2027 (v2.1).

This policy sets out how the Council will license hackney carriage and private hire drivers, vehicles, and operators. It explains the application and renewal process, licence conditions, and how enforcement and appeals will be handled.

The draft policy has been revised following a review by the Task and Finish Working Group to ensure it is fit for purpose and up to date. It incorporates the Statutory Taxi and Private Hire Vehicle Standards (Department for Transport, 2020), which aim to safeguard passengers and support public safety.

The policy covers:

  • Licensing of drivers, including the “fit and proper person” test and driver conduct standards.

  • Vehicle standards and licence conditions, including signage, meters, and accessibility.

  • Private hire operator licensing requirements and conditions.

  • Enforcement and complaints procedures, including penalty points and consideration of convictions.
